With reference to your telegram September 22 Unofficial Members of Legislative Council urge that revenue of about $380,000 per annum to be set aside for payment of note and sinking fund in connection with loan be exempted from payment of military contribution. As it is desirable to lose no time in passing legisla- tion necessary for the loan I should be glad to have

your instructions as soon as possible.
